Non-duty paid sales are a major problem for the Latvian cigarette market, accounting for almost 31% of overall consumption in 2012, although this is down slightly from 34.5% in 2010. Although PMI continues to lead the market it is increasingly being challenged by JTI and, more recently, BAT. Combined, these three multinationals accounted for 90% of the market in 2012. Despite PMI's leadership, its leading brand - Chesterfield - is only the third best selling brand with the market led by JTI's Winston and More brands. Marlboro now (2013-H1) only ranks fourth having led the market in 2002 and ranking second in 2009.
