Summary
The City of Los Angeles (CoLA), in association with Community Redevelopment Agency of the City of Los Angeles (CRA/LA), is undertaking the construction of Los Angeles Downtown Streetcar Systems project in California, the US.

The project involves the construction of a 7.64km streetcar system between First Street, Broadway, 11th Street, Figueroa Street, Seventh or Ninth street, Hill Street and potentially Grand Avenue.

The project includes the installation of signaling systems, the laying of tracks, electric lines and construction of streetcar waiting stations and service terminals.

CoLA founded Los Angeles Streetcar, Inc. (LASI) to lead the fund raising and development efforts of the streetcar project, including oversight of all required planning, environmental, engineering, and development processes.

The CRA/LA was further supported the streetcar by hiring IBI Group and HNTB to create several conceptual designs/drawings detailing how the streetcar would function and interact along Broadway and within Downtown.

AECOM has undertaken an Economic Impact Study (EIS) for the project and determined the construction and operating impacts of the system as well as induced visitation, real estate development and adaptive reuse impacts.

HDR Engineering has been appointed to conduct the environmental assessment for the project.

Downtown L.A. Streetcar project will be funded with both public and private funds. The public sector funding will include funds from CRA/LA and the federal Small Starts program and private sector contributions are planned to be raised through a community facilities district, a special tax which will benefit from the streetcar project.

Alternative Analysis (AA), that will present an evaluation of alignments, modes, configurations, and station locations, is ongoing.

In 2001, CRA/LA received a US$100,000 grant from the U.S. Department of Housing and Urban Development to perform a study on the feasibility of creating a modern streetcar in Downtown Los Angeles. The “Feasibility Study for the Resurrection of the Red Car Trolley Services in the Los Angeles Downtown Area” was finalized and distributed to the public in July 2006.

On December 18, 2013, URS Corporation was appointed as Project Manager for project.

In September 2014, CoLA launched request for information (RFI) to gather information and generate feedback on the project.

In January 2015, CoLA has received 24 responses to the RFI to develop the downtown streetcar project and CoLA plans to develop the project under public-private partnership (PPP) model.

The project will secure US$62.5 million from Community Facilities District (CFD) and US$10 million from the Community Redevelopment Agency (CRA) for the project.

On August 18, 2015, tender issued for drafting and engineering services with submission deadline as September 23, 2015 respectively.

Los Angeles Department of Transportation completed the environmental review for the project.

As of November 2017, AECOM is preparing a grant funding application through the TIRCP Program, which provides grants through its Greenhouse Gas Reduction Fund.

The ground breaking is expected in 2020.
