Summary
Fennovoima Oy, owned by Voimaosakeyhtio SF, and Rosatom are planning to undertake the construction of Hanhikivi 1 Nuclear Power Plant project in Northern Ostrobothnia, Finland.

The project involves the construction of a nuclear power plant with the capacity of 1,200MW and will feature a Russian-designed AES-2006 VVER-1200 reactor.

It includes the construction of 7km, the 110 kV transmission line and the installation of 20kV transformer substations, installation of 20kV power supply networks, fiber optic networks.

The project includes the construction of temporary dam, sea canal, dam tailrace channels, cooling towers, compressor units, steam generating units and decomposition units, the excavation for the spillway and the installation of nuclear reactors and steam turbines.

Fennovoima shortlisted Areva’s EPR and Toshiba’s ABWR as potential technologies for the project in 2008. Since then, technical development work has been carried out with the help of both suppliers.

Fennovoima received technical and commercial bids for the supply contract from Areva and Toshiba in January and February 2012 respectively.

In February 2013, Fennovoima submitted three separate water permit applications. The applications covers the constructions of sea route, harbor, cooling water intake, permits for building cooling water outlet and permits for the sea dumping area of the nuclear power plant.

In September 2013, Rosatom agreed to jointly build the project with Fennovoima.

On December 24, 2013, Rosatom signed a contract with Fennovoima for the construction of the power plant.

In September 2014, Fennovoima secured in-principle approval from the government.

In January 2015, Russia's Cabinet of Ministers through National Wealth Fund approved US$2,300 million funding from the country's sovereign wealth fund. According to the funding document, the National Wealth Fund will provide US$549 million in 2015, US$792 million in 2016 and US$638 million in 2017.

AF-Consult Oy and M+W Group have been appointed as consulting engineers, Atomenergomash and Suomen Maastorakentajat Oy as supply contractors, Gidropress as a designer, Atomproekt as a design consultant, and Siemens as an electrical component supplier.

In April 2015, the construction contract was awarded to Titan-2.

In June 2015, InterRAO-WorleyParsons signed a contract with Rosatom Finnish subsidiary, RAOS Project Oy for the provision of consultancy services during the process of obtaining construction license.

On June 30, 2015, project construction license application was submitted.

On September 10, 2015, environmental impact assessment (EIA) program dealing with the transmission lines connecting project was submitted to the Center for Economic Development.

On September 11, 2015, Fennovoima secured funding of US$1,133 million and site preparatory works commenced at the site.

On December 3, 2015, Hearing procedure for the environmental permit application commenced. Its scope covers the operation of the plant; the backup power production of the project and the cooling water outlet structures and also with the application Fennovoima has also applied for a water permit for the sea water intake and use as cooling water.

Destia Ltd has been appointed to carry out earthworks for the reactor building. The project, a part of preparatory work at the site, consists mainly of excavating and quarrying.

On January 19, 2016, foundation works commenced with a groundbreaking ceremony.

On February 8, 2016, Ruskon Betoni Oy was awarded concrete supply contract.

On March 14, 2016, JSC Atomkomplekt, a procurement agency of Rosatom, launched a tender for manufacturing and supply of turbine generator units.

On March 21, 2016, TITAN-2 appointed Nablas Oy and EHP - Tekniikka Ltd to provide environmental monitoring services at the site.

In June 2016, Fennovoima submitted plans for the used nuclear fuel disposal facility to the Environment Ministry.

On July 28, 2016, RAOS Project Oy subsidiary of Rosatom and Alstom Power Systems signed a supply contract on the turbine generator for the project. Alstom Power System is to supply most parts of the equipment for the turbine island during next seven years.

In October 2016, Fennovoima submitted the first batch of detailed documentation to Finnish Radiation and Nuclear Safety Authority (STUK) related to the construction license application.

Rolls-Royce Civil Nuclear SAS was appointed as a design contractor and Skanska Infra Oy as excavation sub contractor.

During January 2017, Fennovoima started focusing on delivering technical plant documentation to the Finnish Radiation and Nuclear Safety Authority (STUK).

On January 19, 2017, the excavation work on the project commenced.

On March 10, 2017, Titan-2 Group signed new subcontracts with BMGS and JSC Sosnovoborelektromontazh.

The scope of the BMGS contract comprises the construction and installation work relating to the sea canal, temporary dam and dam tailrace channels and excavation for the spillway. The contract work is scheduled to complete by the second quarter of 2018.

The scope of JSC Sosnovoborelektromontazh comprises the installation of 20kV transformer substations, 20kV power supply networks, fiber optic networks and electric lightening of the main floor. The contract work is scheduled to complete by the first quarter of 2018.

In January 2017, excavation and site preparatory activities commenced.

In May 2017, Destia Oy was appointed as civil contractor.

In June 2017, Rolls-Royce and Schneider Electric were appointed as automation supplier.

Field surveys required for construction of the line will start in 2017.

The construction license of the project is expected in 2019. Construction works will commence in 2019 and will complete in 2024.
