The project is being constructed in three phases. In January 2016, China Metallurgical Construction Engineering Shanghai Company, a subsidiary of China Metallurgical Group Corporation, and Yingcheng Construction and Real Estate Co., Ltd. has been appointed as the EPC contractor.

In May 2016, construction commenced on the project.
