Scope
The project involves the construction of a 25.75km long Light Rail Transit (LRT) system between Bethesda in Montgomery County and New Carrollton in Prince George's County in Maryland, the US.

Summary
The Maryland Department of Transportation (MDOT) and the Maryland Transit Administration (MTA) are jointly undertaking the construction of the purple line project in Maryland, the US.

The project involves the construction of 25.75km-long Light Rail Transit (LRT) system between Bethesda in Montgomery County and New Carrollton in Prince George's County in Maryland.

The project includes the construction of 21 stations, track substructure and superstructure, tunnel, warehouse, repair-maintenance workshop buildings and other related facilities; the installation of firefighting systems, electrical instruments, lighting, overhead sign structures, rail tracks and air evacuation system.

The project is one of the US government’s 50 priority infrastructure projects listed under the "Priority List: Emergency & National Security Projects" document.

The project will be funded through a combination of federal, state, local and private funds ad will be developed under public-private partnership (PPP) mode.

The Government of Maryland will fund range between US$350 million and US$750 million. MDOT and MTA are working with Montgomery and Prince George’s counties on a combined local contribution of US$220 million.

The federal government has reserved US$900 million for the project in the New Starts Program.

Rummel Klepper & Kahl (RK&K) has been appointed as study consultant. Athavale, Lystad & Associates, Inc. (ALA) has been appointed as engineering consultant.

In October 2011, the Federal Transit Administration (FTA) approved the project.

On September 6, 2013, MTA and FTA released final environmental impact statement (FEIS) with a 30-day public comment ending on October 6, 2013 however the public comment period was extended until October 21, 2013.

In November 2013, MDOT and MTA issued Request for Qualifications (RFQ) for the design, build, construct, finance, operate and maintain (DBFOM) the project during a 35-year contract term with a deadline for qualification submissions by interested concessionaires as December 10, 2013.

In December 2013, six private sector teams responded for RFQ. The six teams include:

I. Maryland Purple Line Partners, a joint venture of VINCI Concessions, Walsh Investors, InfraRed Capital Partners, ALSTOM Transport and Keolis S.A.

II. Maryland Transit Connectors, a joint venture of John Laing Investments Limited, Kiewit Development Company and Edgemoor Infrastructure & Real Estate LLC.

III. Purple Line Transit Partners (PLTP), a joint venture of Meridiam Infrastructure Purple Line, LLC, Fluor Enterprises, Inc; and Star America Fund GP LLC.

IV. Purple plus Alliance LLC Proposer, a joint venture of Macquarie Capital Group and Skanska Infrastructure Development Inc.

V. M-PG Connect LLC, a joint venture of Plenary Group USA Ltd. and Bechtel Development Company Inc. and

VI. Purple Line Development Partners a joint venture of CSCEC and United Labor Life Insurance Company, Inc.

In January 2014, four teams were shortlisted, out of six teams includes.

I. Maryland Purple Line Partners, a joint venture of VINCI Concessions, Walsh Investors, InfraRed Capital Partners, ALSTOM Transport and Keolis S.A.

II. Maryland Transit Connectors, a joint venture of John Laing Investments Limited, Kiewit Development Company and Edgemoor Infrastructure & Real Estate LLC.

III. Purple Line Transit Partners (PLTP), a joint venture of Meridiam Infrastructure Purple Line, LLC, Fluor Enterprises, Inc; and Star America Fund GP LLC.

IV. Purple plus Alliance LLC Proposer, a joint venture of Macquarie Capital Group and Skanska Infrastructure Development Inc.

In March 2014, the federal government committed US$100 million fund in Fiscal Year 2015.

In April 2014, MDOT and MTA issued Request for Information (RFI) for the delivery and financing of the Maryland Purple Line.

On July 28, 2014, MDOT and MTA issued Request for Proposals (RFP) for the appointment of DBFOM contractor with a submission deadline of January 9, 2015; however it was later postponed to March 2015.

In February 2015, bid submission date for the project was extended to August 2015 from March 2015. On June 25, 2015, project secured Maryland State Government approval to move forward.

In July 2015, Montgomery County agreed to provide fund totaling US$217 million for the project. The four shortlisted consortia have submitted the technical bids in November 2015 and financial bids in December 2015.

On March 2, 2016, Purple Line Transit Partners was selected as a preferred bidder for DBFOM contract.

Fluor Construction has formed a construction joint venture to build the project with Lane and Traylor Brothers, while Fluor, Alternate Concepts, and CAF USA have formed an operations and maintenance joint venture with CAF supplying the vehicles.

On April 6, 2016, Maryland Board of Public Works unanimously approved the PPP agreement with consortium of Purple Line Transit Partners. DBFOM Contract has been awarded to Purple Line Transit Partners (PLTP). The PLTP consortium is responsible for designing, constructing, operating, and maintaining the project and will also help finance a portion of construction.

On June 17, 2016, the MDOT and the Purple Line Transit Partners, LLC, signed the final financial documents on the Public-Private Partnership (P3) contract; marking the milestone of achieving the private sector financial closure.

The U.S. Department of Transportation (USDOT) approved US$875 million Transportation Infrastructure Finance and Innovation Act (TIFIA) loan and US$313 million in “Green Bonds” from Private Activity Bonds underwritten by JP Morgan and RBC Capital Markets. PLTP contributed equity of US$138 million for the project.

In August 2016, U.S. District Court ruled Federal Transit Administration to perform additional studies on the project.

In November 2016, U.S. District Court asked FTA and MTA to prepare a new Supplemental Environmental Impact Statement.

In January 2017, SNC-Lavalin has been appointed as engineering and project management consultant.

Private sector partners will contribute US$550 million to the project.

On August 28, 2017, The Department of Transportation (DOT) signed US$900 million Full Funding Grant Agreement (FFGA) and construction work commenced with the groundbreaking ceremony.

Construction activities are scheduled to be completed by the first quarter of 2022.
