Summary
The Ministry of Electricity (MoE), Kurdistan Regional Government, is undertaking the Khabat Thermal Power Plant project in Kurdistan, Erbil, Iraq.

The project involves the construction of a 300MW thermal power plant with two Fuel Oil/Diesel Fuel Oil Boiler and two Steam Turbine & Generator sets. It is being implemented in two units of 150MW each.

The project includes the construction of a powerhouse, substation and other related facilities, the installation of turbines and generators, and the laying of transmission lines.

On April 12, 2013, MoE issued tenders to construct the power plant under EPC basis.

POSCO Engineering & Construction Co. Ltd (POSCO E&C) has been appointed as the EPC contractor for the project. The scope of the contract covers the design and procurement of boiler, steam turbine, condenser, FGD and feed water pump.

Gama Power Systems Engineering and Contracting Inc. (GAMA) has been appointed as the subcontractor for the project whose scope of the contract covers the civil, mechanical erection and electrical installation works including temporary facilities, engineering and supply of BOP equipment.

GAMA will also execute the construction and erection works at site and provide skilled manpower (technicians) for plant testing and commissioning.

The concrete production requirement for the project is 500m³/h. Lafarge will provide the concrete for the project and use KTI Ice Water Plant for concrete cooling.

Subnex has been appointed as study consultant.

In the fourth quarter of 2013, construction works commenced.

In January 2016, the construction works halted due to the commercial dispute between the contractors and subcontractors.
