Metropolitan Waterworks and Sewerage System (MWSS) is undertaking the third phase of Angat Water Transmission Improvement project (AWTIP) in Norzagaray, Bulacan, the Philippines. The project involves the construction of a 6.4km, four-meter diameter tunnel from Ipo dam to Bigte and associated intake and outlet works. The project includes the construction of an intake structure, an outlet structure, access roads and related infrastructure, the rehabilitation of aqueducts three and four, decommissioning of aqueducts one and two and interconnection works for all current aqueducts. CH2M HILL and Engineering and Development Corporation of the Philippines (EDCOP) have been appointed as technical consultants. The project is being financed through the official development assistance from Asian Development Bank and partly by the Government of Philippines. On February 28, 2015, MWSS invited tenders for the design and construction of the project and the tender procedure is divided into two stages.

The first stage submission deadline was on April 7, 2015, and eight companies have expressed their interest. China Railway Construction Engineering Group Co., Ltd, CMC di Ravenna, McConnell Dowell Constructors (Aust) Pty Ltd were the pre-qualified bidders. In October 2015, MWSS shortlisted two companies out of eight.

In the fourth quarter of 2015, MWSS issued the second stage of tenders to the two shortlisted companies with submission deadline as December 18, 2015.

On January 28, 2016, MWSS and Asian Development Bank (ADB) finalized a US$123.3 million loan agreement.

In March 2016, ADB has approved the US$123.3 million loan for the development of the project.

On May 2016, MWSS awarded the contract to CMC di Ravenna for US$69 million.

In December 2016, construction works commenced and are scheduled to be completed in December 2020.
