Summary
The Ministry of Energy, Industry and Mineral Resources (MOPM) through The Renewable Energy Project Development Office (REPDO) is undertaking the construction of a solar power plant in Sakakah, Al Jouf, Saudi Arabia.

The project involves the construction of a 300MW solar power plant. It includes the construction of a substation and related infrastructure, the installation of solar panels, generators and transformers, and the laying of transmission lines.

Sumitomo Mitsui Banking Corporation has been appointed as the financial advisor, DLA Piper as the legal advisor and Fichtner as the engineering consultant.

The project will be developed under the independent power producer (IPP) model.

On February 20, 2017, the REPDO, a part of the MOPM, issued a request for qualification (RFQ) for the appointment of build, own and operate (BOO) contractor with a submission deadline of March 20, 2017. The selection of contractor has been categorizing as Managing and Technical Member.

In April 2017, REPDO shortlisted the following 27 companies.

Managing Member: Abu Dhabi Future Energy Company, PJSC -Masdar, Cobra Instalaciones y servicios S.A., JGC Corporation, Nebras Power, Korean Electric Power Corporation (KEPCO), SNC-Lavalin Arabia LLC, Sojitz Corporation, Tenaga Nasional Berhad.

Technical Member: Canadian Solar, Enerparc Projects GmbH, Fotowatio Renewable Ventures, GCL New Energy, Hanwha Q CELLS, Iberdrola Renovables Energia, Jinko Solar, Trina Solar, TSK Electronica Y Electricidad.

REPDO issued a request for proposals (RFPs) to build, own and operate the project with a submission deadline of September 11, 2017. However, it was extended October 2, 2017.

On October 3, 2017, Bids for the project were opened and will be evaluated in a three-month process.

On January 4, 2018, REPDO has shortlisted ACWA Power and a consortium led by Marubeni Corp to develop the project and expected to award the contract in January 2018, backed by a 25-year power purchase agreement.

The other members of Marubeni's consortium are Khaled Ahmed Juffali Energy & Utilities Limited and Axia Power Holdings BV.

On February 6, 2018, ACWA Power has been appointed as construction contractor for the project.

REPDO expected to reach financial closure on February 28, 2018, and start commercial operation in 2019.
