The market for cigarettes in Ecuador remains comparatively small despite growth during last decade. The market suffered a moderate decline between 1992 and 1994. Subsequently, the market staged a recovery and by 1996 consumption had surpassed 1990 levels with demand continuing to expand strongly in 1997, although this was initially due to rising sales of non-duty paid cigarettes. Thereafter, a decline set in as a result of a downturn in the economy, although this was followed by steady, if generally unspectacular, growth in 2011. Faced with increases in taxation applied to cigarettes, contraband is currently having a severe impact on duty paid sales once again.
