Summary
The Airports Authority of Jamaica (AAJ) is undertaking the upgrade of Norman Manley International Airport in Jamaica.

The project involves the extension of the existing 2.7km runway by 500m, the expansion, nd re-configuration of the passenger terminal, which includes lengthening of the baggage belt, improvement of access to pre-board passenger screening and enhancement of services at the terminal, the replacement of electrical substations and the upgrade of ancillary facilities.

The International Finance Corporation has been appointed as lead advisor, the Development Bank of Jamaica Ltd as financial advisor, Gide Loyrette Nouel A.A.R.P.I as legal advisor, LeighFisher as technical advisor and Ernst & Young as auditor.

The project is planned to be implemented through public-private partnership (PPP) model on operations finance, develop and maintain basis for a concession period of 25 years.

On December 1, 2014, the Government of Jamaica (GoJ) through the Ministry of Transport, Works and Housing (MoTWH) issued pre-qualification document for the modernization and expansion of the facilities and improve the efficiency of operations under a concession contract. The deadline for submission of bids was January 19, 2015. However, the invitation was terminated by decision of the GoJ to effect an administrative modification to the prequalification document.

On March 23, 2015, new pre-qualification documents were invited from the companies or consortia in the airport sector with submission deadline as April 17, 2015.

Five bidders were shortlisted by an enterprise team to participate further in the bidding process. They are as follows:

1) Cedicor SA (Aeropuertos Argentina 2000 SA)

2) Zurich Airport International AG and A-Port Chile SA

3) Korea Airport Corporation Latin America and GK Capital Management Ltd

4) China Harbour Engineering Company Limited (CHEC) and daa International Ltd

5) Corporación Aeroportuaria del Este SAS (Punta Cana International Airport), Jamaica Producers Group Ltd and GBG Energy S de RL

On November 13, 2015, AAJ invited request for proposal (RFP) from the five shortlisted bidders with submission deadline as December 30, 2015.

In January 2016, the GoJ officially closed the bidding process and announced that no bids were received by the submission deadline. Therefore, the enterprise team will conduct a thorough assessment and review of the bidding process. The report will indicate the possible reasons for the lack of bids, and recommendations regarding the way forward.

The financial closure is expected to be achieved by the end of April 2016.

In October 2016, The GoJ approved a new public-private partnership tender for the project.

On October 1, 2017, AAJ issued a tender to appoint a civil contractor for shoreline protection runway with the submission deadline on November 8, 2017.
