Summary
The Gas Authority of India Ltd (GAIL) through Jagadishpur-Haldia-Bokaro-Dhamra Natural Gas Pipeline Ltd (JHBDPL) is undertaking the construction of Jagdishpur to Haldia Natural Gas Pipeline project in India.

The project involves the laying of 2,655km pipeline from Jagdishpur to Haldia. It is planned to be constructed in three phases.

The US$480.5 million phase I includes 755km line comprising a laying of a trunk pipeline from Phulpur (Allahabad) will be laid to Dobhi (Gaya) in Bihar with spur lines to Barauni and Patna.

The US$835.7 million Phase II includes the laying of a 1,317km line from Dobhi to Bokaro/Ranchi in Jharkhand and Angul and Dharma in Odisha.

The US$514 million Phase III includes the laying of a 583km line to Haldia.

On September 2, 2011, the survey for the project was completed and feasibility study was undertaken by GAIL.

In June 2012, Petroleum and Natural Gas Regulatory Board (PNGRB) has recommended GAIL to cancel the project due to lack of gas supply.

In December 2013, the project has been placed on hold due to unavailability of customers.

Mecon was awarded as engineering and project management consultant which covers the scope of design, engineering, procurement, inspection & project management.

In August 2014, GAIL has started surveying the pipeline route.The survey includes Engineering Survey (topography, Population Density Index, Soil Resistivity and Soil Investigation Survey and Cadastral Survey (collection of revenue details of every village along the route along with ownership details).

In January 2015, survey works on the project completed.

On May 25, 2015, Construction works commenced on Phase I of the project.

In July 2015, China Petroleum Pipeline Bureau (CPPB), JSIW Infrastructure and Infrastructure Leasing & Financial Services (ILFS) have emerged as the front-runners in the race to lay pipelines in the first phase.

In August 2015, Gail has reviewed the project as it has been kept on hold due to lack of consumers.

On October 16, 2015, GAIL signs a Gas Cooperation Agreement with Jharkhand on the project.

In December 2015, the project was put on hold after the state government's failure to appoint an officer to sort out land-related issues.

In June 2016, Jindal Saw Limited, MAN Industries (India) Ltd, Essar Steel India Ltd and Zhongyou BSS (Qinhuangdao) Petropipe Co. Ltd a subsidiary of Baoji Petroleum Steel Pipe Co.,Ltd. were appointed to supply pipes for the development of Phase I of the project.

On June 27, 2016, A tender was issued for the laying of steel pipeline along with associated facilities with submission deadline as July 29, 2016.



In October 2016, The US$50 million construction contract for Phase IB has been awarded to JSIW Infrastructure Pvt Ltd and IL&FS Engineering & Construction Co Ltd. The scope of the contract includes the laying of a 341km pipeline from Phulpur to Dobhi. The work is scheduled to commence by the end of October 2016 and to be completed by December 2018.

On October 7, 2016, A tender was issued for the laying of steel pipeline along with associated facilities with submission deadline as October 28, 2016.

On October 10, 2016, Cabinet Committee on Economic Affairs (CCEA) agreed to partly fund the project by providing 40% of project total cost.

In February 2018, GAIL has commenced gas pipeline work in West Bengal of 555 km long pipeline through eight districts of West Bengal that include Puruliya, Bankura, Burdwan, Nadia, Hooghly, Howrah, East Medinapur and 24 North Paragana which costs US$422 million.

In April 2018, GAIL awarded US$140 million pipe-laying order for 530km between Bokaro in Jharkhand and Angul in Odisha. With this contract, a total of 2,200 km pipeline have been finalized. The contractor is not disclosed yet.

Construction activities are underway on Phase I and scheduled for completion before December 2018. The entire project is slated for completion by December 2020.
