Report Overview
Indian Oil Corporation Ltd (IOCL) is planning to undertake the expansion of the Koyali refinery in Gujarat, India.
The project involves the expansion of the existing refinery capacity from 13.7 million tonnes per annum (MTPA) to 18MTPA, which will be undertaken in phased manner. The expansion will be undertaken on 52.6ha of land.
The project will include new units like AVU (Atmospheric & Vacuum distillation Unit) of 9 MMTPA capacity along with few bottom up-gradation secondary units.
It includes the construction of a condensate unit, a storage facility, hydro treated and catalytic reformer units, and related infrastructure, the installation of safety systems and the laying of pipelines.
In August 2013, IOCL issued tenders for the environmental impact assessment (EIA) study consultant to prepare a detailed feasibility report (DFR) with a submission deadline of August 30, 2013.
In February 2015, the board of IOCL approved an investment of US$298 million.
KRG India Research Centre for Rainwater, Harvesting & Environment has been appointed as the social impact assessment team to conduct the study and prepare a social impact management plan.
In November 2015, the Gujarat government approved a proposal of IOCL Gujarat Refinery seeking acquisition of land for the expansion.
On April 12, 2017, IOCL received approvals from Gujarat government for land acquisition.
On August 3, 2017, IOCL received planning approvals from IndianOil board.
