Summary
Romanian Government through a metro operating company, Societatea Comerciala de Transport cu Metroul (Metrorex) plans to construct the Bucharest Metro Line VI project in Romania.

The project involves the construction of a 14.2km underground double rail line comprising 12 stations. The stations namely 1 Mai (which already exists), Pajura, Expozitiei, Montreal Square, Baneasa Train Station, Baneasa Airport, Tokyo, Washington, Paris, Brussels, Otopeni, I.C. Bratianu, Otopeni Airport.

The project will be financed by an external loan (guaranteed by the state) approximately US$359 million and the difference to be covered by the state budget.

On March 10, 2010, a loan agreement worth US$364 million was signed between the government of Romania and JICA.

In early 2011, Metrorex invited consultancies to express their interest with a submission deadline of February 10, 2011.

On December 15, 2011, Metrorex signed the consultancy contract for design and supervision of works.

Following an international tender, the contract was assigned with a consortium including Padeco Japan, Oriental Consultants Japan and Metroul S.A. (Romania), with the subcontractors Seneca Group International and Systra France. The contract is estimated at US$87 million financed through a JICA credit and from the state budget.

The consultant will deliver services for the development of the line and in a first phase, they will review several technical criteria for part of the line, for traffic efficiency.

Due to its positive impact on the environment, the investment has been declared “Environment Project” by the Japan Bank for International Cooperation and Japan International Cooperation Agency (JICA).

In May 2012, the intention to bid (ITB) was issued for the interested companies to compete for the construction contract.

In September 2012, the public consultation on the proposed project was conducted. In February 2013, the Japanese and Romanian Governments signed the Joint Declaration on Renewed Partnership for the project.

On February 6, 2014, Schindler Romania was awarded a contract to supply elevators and escalators.

Metrorex is expected to allocate US$9.4 million for the design, consultancy and technical assistance to launch the procurement procedures for stations and tunnel structure constructions works.

In February 2016, the technical document was approved in Technical-Economic Council (ETC) of Metrorex.

In June 2016, Japanese International Cooperation Agency (JICA) granted a loan of US$399.9 million for the project.

In September 2016, Metrorex obtained approvals from Bucharest General Council.

On December 27, 2017, the Ministry of Transport of Romania seeking US$1,640 million finance from the European Commission for the project.

On December 29, 2017, the European Bank for Reconstruction and Development (EBRD) approved US$358 million to finance the project.

Metrorex is in the process of commencing the tender activities in February 2018, with the contract awarded expected in October 2018. Construction on the project is scheduled to be completed in 2020.
