Report Overview
Nam Ngum 2 Power Co Ltd (NN2), a unit of Thailand-based CK Power, which in turn is part for Ch Karnchang Public Company Ltd, is planning to undertake the construction of Nam Bak 1 Hydroelectric Power Plant project in Laos.
The project involves the construction of a 160MW hydroelectric power plant. The project will include the construction of an 85m height dam, 3,500m long headrace tunnel, surge chamber, 660m long penstock, a powerhouse, a substation, laying of transmission line, and the installation of generators and turbines, and the laying of transmission lines.
On April 11, 2007, SouthEast Asia Energy Limited (SEAN) signed a memorandum of understanding (MoU) with Laos PDR to develop the project.
On September 4, 2007, SEAN and its shareholders entered into Shareholders Loan Agreement to obtain funds in order to carry out the feasibility study and the development of the Project.
On January 9, 2008, SEAN transferred the right to develop the project to NN2.
On August 8, 2013, NN2 signed a Project Development Agreement (PDA) for the project in the Lao PDR.
TEAM LAO Co. Ltd was appointed as environmental consultant; ASA Power Engineering co ltd appointed as geotechnical consultant; ATT Consultant Co Ltd appointed as design consultant for the project.
Subsequent to studies undertaken by NN2, NN2 decided not to proceed with the development citing business feasibility reasons.
In March 2017, NN2 is in the process of negotiations with the Government of Laos regarding the further course of action for the implementation of the project.
