Summary
The State Oil Company of Azerbaijan Republic (SOCAR) is undertaking the construction of a carbamide plant in Sumgait, Azerbaijan.
The project involves the construction of a fertilizer complex with a production capacity of up to 2,000 tonnes of carbamide and 1,200 tonnes of ammonia per day on 39.2ha of land.
The project includes the construction of a processing unit, a storage facility, an administrative space and the installation of machinery, safety and security systems.
In December 2011, a groundbreaking ceremony was held.
On March 1, 2012, an initial tender process was conducted that received bids for construction works.
In March 2013, SOCAR signed design, procurement, and construction contract with Samsung Engineering Co. Ltd.
Danish catalysis expert Haldor Topsoe A/S has been appointed to provide the license for the ammonia production unit, the Dutch company Stamicarbon B.V. as licensor of the urea technology.
In September 2013, site preparatory work was initiated and the main construction work commenced in February 2014.
In March 2014, SOCAR invited tenders for the selection of a consultant to manage construction of the project. The scope of the contract includes the analysis, evaluation and submission of reports about all the documents and plans prepared by the contractors, licensors and suppliers. The consultant appointed will also be responsible to manage general project risks and take measures to reduce them and perform inspection during and after the assembly. The last submission date for submitting tender documents was on May 15, 2014.
Neste Jacobs has been appointed as the consulting engineer to conduct inspections during the period of its construction.
In July 2013, SOCAR secured US$204 million funds from the government of Azerbaijan.
In September 2016, SOCAR secured a US$167.3 million short-term loan from South Korea's Export-Import Bank and Germany’s Deutsche Bank for the project.
In November 2017, 98.4% of total works were completed. The engineering and equipment procurement activities were completed; civil work by 99.8 percent while the equipment installation by 91.7 percent and the construction work by 94.7 percent.
In December 2017, 98.5% of the project was implemented comprising the completion of fundamental design and procurement works and 95% of construction work.
Construction activities on Carbamide and Ammonia plants are underway and are scheduled to be completed by May and August 2018 respectively.
