Scope
The project involves the development of an oil field to produce 2.32 million cubic meters per annum in Albertine region, Western Uganda.

The US$2,000 million project includes the following:

Summary
Total E&P Uganda (Total), a subsidiary of Total SA, Tullow Oil Plc (TLW) and CNOOC Ltd (CNOOC), are jointly planning to undertake the Kingfisher Oil Field project in Albertine region, Western Uganda.

The project involves the development an oil field with a production capacity of 2.32 million cubic meters per annum. It includes the laying of a 50km oil pipeline from Kingfisher well to Kabale and drilling of 40 wells, of which 27 would be producers and 13 would be injection wells.

The project includes the construction of the storage facilities, exploration platforms, central processing facilities, and oil storage tanks, the laying of pipeline and the installation of safety and security systems.

In November 2012, CNOOC submitted own field development plan together with the petroleum reservoir report on the project to the government of Uganda.

In September 2013, CNOOC obtained production license to develop the project.

In September 2014, drilling of four well (a pre-development well) was commenced, which will help the developers to further determine an amount of the oil reserves in the region.

In March 2015, the developers stated that the project designs are being studied to incorporate further modular design elements into the design.

In January 2017, Under the Sale and Purchase Agreement, TLW announced that it has agreed to transfer 21.57% of its 33.33% interest in the project. Completion of the transaction is subject to government approval, after which TLW will cease to be an operator in Uganda.

In February 2017, Front End Engineering Designs (FEED) contract worth US$2.5 million was awarded to Flour, China Petroleum Engineering and Construction Corporation (CPECC), Technip and Chicago Bridge & Iron Company (CB&I) for the project.

In June 2017, CNOOC issued Expression of Interest (EOI) for the provision of drilling services.

In July 2017, CNOOC issued EOI for provision of Engineering Procurement and Construction (EPC) services. EPC services are planned in four packages, they are:

EPC-1: Pad1/2/3 Pre-drilling works.

EPC-2: Permanent Camp, Supply Base & Safety Check Station & Well-Pads (Civil Works).

EPC-3: CPF, Well-Pads (Production Facilities), Infield Flowlines & Water Intake Station.

EPC-4: Feeder Line

As of November 2017, the government of Uganda is in negotiations with CNOOC and Total to acquire the stake of the Tullow.

FEED and engineering feasibility studies activities are ongoing simultaneously. FEED is expected to be completed by the end of 2017. Following the FEED and engineering feasibility studies, the final investment decision (FID) is expected to be made.
