Summary
Bharat Petroleum Corporation Ltd (BPCL) is undertaking the construction of a LPG terminal project in Haldia, West Bengal, India.

The project involves the construction of a LPG terminal to import one mtpa (million tonnes per annum) of refrigerated Propane and Butane and transfer it through 7.5km long twin transfer pipeline for LPG production, dispatch of bulk LPG via road tankers and bottling of LPG in cylinders.

The LPG terminal comprises two refrigerated storage tanks, each with a capacity of 15,000 tonnes, on 14ha of land. It includes the construction of facilities for bottling, storage tanks, processing units, and related infrastructure, the installation of equipment and the laying of pipelines.

The project also includes establishing a bottling plant comprising two LPG-mounded bullet storage facility of 350 tonnes capacity each, besides loading facilities, coupled with machinery and loading gantries for a bulk tanker.

On July 20, 2015, Projects & Development India Ltd (PDI) prepared a pre-feasibility report for the environmental clearance of the project.

BPCL submitted terms of reference (TOR) document on August 14, 2015, and received the grant for TOR on September 18, 2015.

BPCL issued tenders for the PMC contract in October 2015, and following the submissions, Engineers India limited (EIL) has been appointed as the PMC contractor.

On December 30, 2015, BPCL issued tenders for grass cutting and earth filling to facilitate soil investigation.

On January 28, 2016, BPCL submitted environmental clearance (EC) document.

In April 2016, the project has received approvals to start the construction. Based on the recommendations of the Expert Appraisal Committee (industry), the environment ministry has given environmental clearance and Coastal Regulation Zone (CRZ) clearance to the project.

On August 5, 2016, EIL issued tender for piling works with the submission deadline of August 26, 2016. The scope of work includes supply, installation, testing of Bored cast-in-situ piles and all relevant civil & structural works including all works for raised foundations (elevated pile cap) for Propane and Butane storage tanks of LPG Import Terminal.

On September 6, 2016, EIL issued tender for Jetty backup area civil and structural work for LPG Import Terminal with the submission deadline of September 26, 2016. However, the submission deadline was extended to March 16, 2017.

On September 13, 2016, EIL issued tender for area lighting for import terminal with the submission deadline of October 4, 2016.

In January 2017, EIL issued tender for the engineering, procurement, construction, and management (EPCM) contract works for refrigerated pipeline system and the balance of plant (BOP) with utilities on LSTK basis with the submission deadline of February 8, 2017, and February 10, 2017, respectively. However, the due date for refrigerated pipeline system was extended to March 23, 2017.

On January 27, 2017, EIL issued tender for fire fighting system in terminal and jetty with a submission deadline of March 7, 2017.

On February 2, 2017, EIL invited request for quotation for a distributed control system with the submission deadline of March 9, 2017.

In June 2017, Kalpataru Power Transmission Ltd (KPTL) appointed a contract worth US$19 million for the balance of plant (BOP) and utilities for LPG terminal project for BPCL.

Construction works are underway and are expected to complete by 2020.
