Scope
The project involves the expansion of the airport to increase the passenger handling capacity from its current 4.5 million a year to 14 million a year in Manama, Bahrain.

The US$1,100 million project includes the following:

Summary
Bahrain Civil Aviation Affairs (CAA) is undertaking the expansion of Bahrain International Airport (BIA) in Manama, Bahrain.

The project involves the expansion of the airport to increase the passenger handling capacity from its current 4 million a year to 14 million a year. It is being implemented in two phases.

The first phase includes the short-term solutions to improve the interim capacity of the existing terminal including upgrades to the current facilities such as the check-in area and arrival hall, and the construction of departure gates, passenger transfer area and additional retail outlets.

The second phase is a comprehensive long-term expansion master plan which will start in parallel with the first phase. It will address the construction of a 207,000m2 terminal building and an additional 3,000m2 area will cater new retail facility, up to five contact gates, nine remote gates and 40 additional check-in desks, taxiway, aircraft maintenance hangars, cargo facility, general aviation and infrastructure, and the runway expansion.

It also includes installation of 85 elevators, 40 escalators, and 20 auto walks.

Bahrain Airport Company (BAC) has been appointed as developer for the project and on August 19, 2010, BAC signed a deal with Aeroports de Paris Ingenierie (ADPi) to put together the airport development plan and infrastructure concept design.

In May 2009, Hill International Ltd was awarded PMC contract. In July 2011, Dar Al Handasah Shair and Partners was appointed as design consultant.

Jacobs Gibbs has been appointed for providing engineering services for the terminal; and Mohammed Salahuddin Consulting Engineering Bureau (MSCEB), in association with HOK Architects for design and construction document preparation.

In February 2012, BAC entered into a memorandum of understanding with Bahrain Real Estate Investment Company, for developing, managing and operating the car parking facilities at the airport through build-own-operate-transfer (BOOT) model.

In May 2012, BAC signed an agreement with UAE-based Marhaba. The agreement will allow Marhaba to provide a comprehensive range of premium passenger handling services at BIA including meet and greet services on arrival and departure, transfer services, concierge/ porter service, arranging hotel accommodation, lounges, visa processing and chauffeur services.

In June 2012, BAC issued tenders for US$20 million enabling work and in September 2012, BAC received bids from the contractors. However, in April 2013, BAC canceled the enabling works contract; after the company decided to redesign some of the airport expansion plans in order to boost the capacity of the existing terminal.

In August 2013, BAC issued invitation for pre-qualification for the appointment of consultants with a submission deadline of November 20, 2013.

In February 2014, ADPI was awarded a contract to oversee the modernization and expansion works. Under the contract terms ADPI will design and supervise construction of the second phase.

The project will be financed from the Abu Dhabi Fund for Development and UAE companies (or JVs comprising a 51% UAE partner), under the US$10 billion GCC Development Fund. US$919 million grant will be provided by the Abu Dhabi Fund for Development.

In August 2014, Bahrain’s Ministry of Transportation invited request for qualification (RFQ) for the construction of the project with a submission deadline of October 15, 2014. The scope of works includes the construction of a new passenger terminal, other buildings that will include all general civil engineering works, MEP, aircraft parking, car parks interiors, and exterior and other related works.

On September 14, 2014, BAC invited tenders for the appointment of contractor to undertake piling and foundations works with a submission deadline of October 22, 2014. The scope of work includes the structural concrete works for piles; site clearing including removal of asphalt and/or concrete surfaces; and excavation and dewatering.

In March 2015, Cyprus Building and Road Construction Company was awarded US$3.68 million enabling works contract. The scope of the contract includes general civil engineering works for the relocation of utility services away from the footprint of the existing terminal and the relocation of the existing Bahrain Airport Services facilities, with maintenance workshops, vehicle fuelling stations, and training facilities.

In April 2015, BAC invited companies to bid for the main construction contract for the second phase with July 1, 2015 as the submission deadline. The contracting groups that have been invited to bid are:

Consolidated Contractors Company (CCC) /Shapoorji Pallonji; Ghantoot Group / Acciona; GP Zachariades / Al-Faraa (UAE) / Rizanni de Eccher; Habtoor Leighton Group / Hochtief / Nass Mechanical; Larsen & Toubro / Gulf Asia Contracting; Limak; M10 / Posco; Nass Group / Six Construct; Saudi Binladin Group; Shade Corporation/ Astaldi / Ictas; TAV / Arabtec Construction; Trojan / OHL; Vinci.

In June 2015, BAC extended the tender closing date for the main contract for the second phase to August 5, 2015, which was further extended to September 13, 2015.

On June 13, 2015, G P Zachariades Engineering and Construction was awarded US$26 million second phase enabling works contract for the new terminal. Enabling works are slated to be completed by May 2016.

In September 2015, BAC extended the tender closing date for the second phase main construction contract to October 13, 2015.

On October 27, 2015, nine companies submitted bid for the second phase of the project. The groups that submitted bids are as follows:

1) Consolidated Contractors Company (CCC; Athens-based) /Shapoorji Pallonji (India)

2) Ghantoot Group (UAE) / Acciona (Spain)

3) GP Zachariades (local) / Al-Faraa (UAE) / Rizanni de Eccher (Italy)

4) Habtoor Leighton Group (UAE/Australia) / Hochtief (Germany) / Nass Mechanical (local)

5) Larsen & Toubro (India) / Gulf Asia Contracting (Saudi Arabia)

6) Limak (Turkey)

7) Nass Group (local) / Six Construct (Belgium)

8) Shade Corporation (Saudi Arabia) / Astaldi (Italy) / Ictas (Turkey)

9) TAV (Turkey) / Arabtec Construction (UAE)

Egyptian Holding Company for Airports and Air Navigation has been appointed as consultant for the project.

On January 24, 2016, a joint venture between TAV (Turkey) and Arabtec Construction (UAE) was awarded a contract to construct the second phase of the project. The scope of the contract includes the construction of the new passenger terminal building, the main services building, and an aircraft bay.

CIMC has been awarded a contract worth of US$11.7 million for 25 passenger loading bridges in the new terminal, Vanderlande has been awarded a contract worth of US$31 million for the baggage handling system, L3 Communications has been awarded a contract worth of US$29.7 for security screening equipment.

Arcadis N.V. has been appointed as the design consultant.

On February 17, 2016, a ceremony for the laying of the foundation stone was held for the project, marking as the construction start.

As of May 2016, Benoy Ltd, has been appointed as Designer and sub-consultant under Hill International (Middle East) for interior design activities in the new passenger terminal building.

In January 2017, CAA has awarded KONE Corporation a contract to supply 145 elevators and escalators for the new passenger terminal building.

In February 2017, BAC received prequalification documents for the infrastructure and construction packages of the maintenance, repair, and overhaul (MRO).

In March 2017, BAC appointed ADPI for the design and supervision of the airport’s air traffic control center (ATCC).

Setec was appointed as design contractor of an MRO (maintenance, repair, and overhaul) facility.

In May 2017, BAC issued a tender to appoint a contractor for Dilmun lounge extension with a submission deadline May 18, 2017.

On May 10, 2017, BAC signed a contract with Amana Pipeline Construction(APC) for the construction of a Fuel Farm and Fuel Hydrant.

On June 7, 2017, CAA has awarded Thales and SITA to provide security and operations management system consultant for the project. Thales will deliver a security system ensuring continuity of operations, centralizing the airport operations management and meeting all of the safety and security requirements.

In June 2017, Fraport appointed as an operational readiness and airport transfer (ORAT) consulting services to undertake apron area, fire station, fuel farm and aircraft maintenance facilities.

On August 27, 2017, Six firms submitted bids for the contract to provide legal services consultancy for the project. The companies are Al-Tamimi & Company (UAE), Baker McKenzie (US), Charles Russell Speechlys (UK), NLG Limited, Norton Rose Fulbright (UK), and Trowers & Hamlins (UK).

On January 10, 2018, CAA issued a tender to appoint a contractor to undertake airport main road, departure access and arad Highway Junction (approx.1km length) with the provision of a service road and access to the proposed airport internal road network for the first phase with the submission deadline on March 21, 2018.

Construction activities are underway and are scheduled to complete on a terminal building by the third quarter of 2019. The entire project expected to be complete by 2020.
