The US$544 million project includes the following:

5. Construction of 12km long, 9m diameter tunnel

6. Construction of connection chambers at the shafts

7. Construction of 11.15km long, 9m diameter tunnels

8. Construction of one shaft for trenchless connections

9. Construction of 104km 1m - 2.4m diameter TSE pipeline

10. Laying of 125km 1m - 3m diameter storm water pipelines

11. Laying of three 2,000mm outfall pipes
Summary
The Dubai Municipality (DM) is undertaking the construction of a deep tunnel storm water system in Jebel Ali, the UAE.

The project involves the construction of a deep tunnel storm water system which will collect rain and surface water in deep tunnels and then discharge it into the sea. The main components of the project are conveyance tunnels, construction and drop shafts, a network of pipelines, connecting chambers to the shafts, a terminal pumping station, detention pond and lifting station and a sea outfall.

The project will be implemented in four tender packages:

1. Contract DS 233-01 - Pumping Station (30m3/s capacity), a screen and gate structure (Construction Shaft), an overflow structure and an approximately 600m long sea outfall, consisting of three 2,000mm outfall pipes

2. Contract DS 233-02 - Main Tunnel along D-53 road, minimum 9m diameter tunnel approximately 12km long; and five construction/drop shafts; and connection chambers at the shafts

3. Contract DS 233-03 - Lateral Tunnel along Shaikh Zayed Road and Jebel Ali Lehbab Road, minimum 9m diameter tunnels, approximately 11.15km long; five construction/drop shafts; one shaft for trenchless connections, and connection chambers at the shafts

4. Contract DS 233-04 - Pipelines, a network of 1m - 3m diameter stormwater pipelines, approximately 125km in total pipe length which will connect to the deep tunnels (DS233-02, DS233-03) and 1m - 2.4m diameter TSE pipeline approximately 104km in total length and a 95ha detention pond and associated 3 m3/s lift station.

The Main Tunnel will convey the stormwater and groundwater flows from the DWC area near the intersection of Sheikh Mohammed Bin Zayed Road and D53 Road and follow beneath the road easement along D53 and continue to the sea. The Main Tunnel excavation will need to be connected to the Lateral Tunnel (Contract DS 233-03) at Sheikh Zayed Road, a connection between the two construction shafts.

In May 2015, DM has appointed MWH Global as the consulting engineer and the scope of work includes a feasibility study, preliminary design, and construction management services.

The current design has been prepared to the preliminary design level. Final design is to be carried out by the design-build contractor and shall include, but not limited to: additional geotechnical investigations; hydraulic design; physical modeling of the drop shafts; preparation of GBR-C; tunnel and construction shafts design and construction; drop shaft structures design and construction; connecting structure design and construction; gate design and construction to regulate flows; instrumentation and controls for the conveyance system; detailed specifications and drawings; environmental impact assessment; environmental protection and mitigation's; and construction and final no objection certificates (NOCs).

In December 2015, DM issued a request for pre-qualification (RFQ) for design-build contract for the first three packages with the submission deadline of February 28, 2016.

The prequalified groups for the first package include:

- Besix (Belgium)

- Odebrecht (Brazil)

- Vinci Construction (France)

- Archirodon (Greece)

- Larsen & Toubro (India) / Samsung Engineering (South Korea)

The prequalified groups for the second and third package include:

- Salini Impregilo (Italy)

- Samsung C&T (South Korea) / Ghella (Italy)

- Acciona (Spain) / Larsen & Toubro (India)

- Vinci Construction (France)

- Bouygues (France)

- Porr (Austria) / Besix (Belgium)

- Hyundai Engineering & Construction (South Korea)

- Strabag (Austria) / Gulermak (Turkey)

In December 2016, DM invited pre-qualified bidders to submit proposal for the first and second package with submission deadline as May 28, 2017 and April 2, 2017 respectively. However, later, DM extended the submission date for the first package from May 28, 2017 to July 23, 2017.

Archirodon has been appointed as the contractor for the first package (DS 233-01) and the joint venture of Porr-Besix appointed as the contractor for the second package (DS 233-02).

In November 2017, construction activities commenced on the first package with completion scheduled by June 2020.

On March 8, 2018, construction activities on the second package commenced. Swissboring Overseas Piling Corporation Ltd has been appointed by the joint venture Porr-Besix for the execution of the diaphragm wall for the excavation of the five shafts and five chambers.

Construction activities are underway on the first and second packages.
