Summary
The Government of Cameroon (GoC) is developing an oil pipeline in Cameroon.

The project involves the construction of a 355km oil pipeline between Limbe, Douala, Edea and Yaounde. It will be developed in three sections.

The first section includes the construction of a 110km pipeline from Limbe to Douala, the second section includes a 70km pipeline from Douala to Edea, and the third section includes a 175Km pipeline from Yaounde to Edea.

The project includes the construction of compressor stations, storage facilities, pumping stations and supports structures, and the installation of pumps, valves and metering systems.

On December 2, 2014, the GoC signed an agreement with Petroleum Products Pipeline SA (3PL) consortium partners, China Petroleum Pipeline Bureau (CPPB) and Govind Development (Govind) to implement the project using a build-operate-transfer (BOT) mode on a design, build, finance, operate and maintain (DBFOM) basis. Govind will construct branches of the pipeline.

Once built, the infrastructure will be operated by 3PL over a period of 27 years.

On December 28, 2015, the Minister of Water and Energy signed a public-private partnership (PPP) contract with the consortium 3PL SA, CPPB and Govind.

The 3PL, CPPB and Govind will contribute 30% equity; the remaining investment will be secured through a loan.

On January 30, 2017, the project has reached the financial closure and construction activities started on the first section.
