Summary
The Housing Authority (HA) of Fiji is planning to undertake the construction of Waila City Development project in Suva, Fiji.

The project involves the construction of mixed-use development comprising 5,000 low and high cost residential units on 283ha of land and planned to be implemented in seven phases.

First phase of the project includes the construction of 300 residential units.

The project includes the construction of residential units, restaurants, educational facilities, religious sites, sports complex, new roads, retail units, commercial and industrial buildings, hospitals, swimming pool and parking facility.

It also includes the construction of a rugby stadium, a police station, clinics, bus terminals, market yard and fire station and other related infrastructural facilities.

The project is being developed through public-private partnership (PPP) between Top Symphony, EXIM Bank of Malaysia, HA and the Government of Fiji.

In January 2011, Top Symphony was selected as the most preferred bidder; however, later on Top Symphony and HA negotiated the contract terms and the final contract agreement was signed in May 2012.

According to the agreement, Top Symphony will undertake the development of the project on design-build basis.

In September 2015, site preparatory works commenced.

In July 2016, HA issued expression of interest (EoI) from design consultants for the preparation of the master plan with September 2, 2016 as the submission date.

In September 2016, contract with Top Symphony was terminated.
