Summary
Homes and Communities Agency (HCA) and London Borough of Tower Hamlets (LBTH), are jointly undertaking the Blackwall Reach Regeneration project in Tower Hamlets, London, the UK.

The project involves the construction of 1,575 high-quality homes comprising 561 rented, 118 shared ownership and 896 private sale apartments on 7.7 ha of land. It includes the expansion of the local school, a new mosque, retail units and parking space.

The project includes the construction of other infrastructure facilities like access roads, water supply system, sewerage systems, and power facilities and the installation of elevators, safety and security systems.

The project is being implemented in five phases.

The first phase is divided into two parts known as phase 1A and phase 1B. Phase 1A includes the construction of 98 new homes, a multi-purpose community facility, Swan regional office and a replacement mosque. Phase 1B includes the construction of 242 new homes as well as new public square and commercial properties.

The second phase includes the construction of four buildings comprising 268 homes comprising blocks C1, C2, C3 and D.

The third phase includes the construction of 330 new homes comprising six buildings named E1, E2, E3, E4 and F1, F2.

In the first quarter of 2010, Matrix Partnership was appointed to carry out a planning, technical and design review of a regeneration project. Horden Cherry Lee Architects Ltd was appointed as architect.

In February 2011, Swan Housing Association (SHA) and Countryside Properties (CP) was appointed as developers, design and build contractor and responsible for detailed planning applications.

In March 2012, outline planning approval was given for the whole project.

On October 05, 2012, a new application was submitted for Phase 1A of the project, proposing construction on land by the corner of Cotton Street and East India Dock Road.

In January 2013, Phase 1A received planning approval; it includes the construction of 98 new homes, Swan regional office, The Reach Community Centre.

On April 17, 2013, demolition works commenced on the project site. In September 2013, construction on the new Woolmore School building has commenced. Bouygues UK has been appointed as the contractor to build the new school.

Hutton Construction has been appointed as the construction contractor for Swan regional office, The Reach Community Centre Countryside Properties has been appointed as contractor for Phase 1A.

In February 2015, construction works on a new Woolmore School building were completed.

Karakusevic Carson Architects has been appointed as architect for the phase 1B. Arcadis has been appointed as Project Manager.

On December 24, 2014, Phase 1B received planning approval.

In the third quarter of 2015, construction works on phase 1A were completed.

Hill Partnerships was appointed the construction contractor BPTW Partnership as architect and Price and Myers Engineers as consulting engineers for Phase 1B.

On February 8, 2016, Haworth Tompkins and Metropolitan Workshop was appointed a joint architect for the second phase.

On August 4, 2016, SHA has submitted a planning application for the second phase.

On October 13, 2016, a groundbreaking ceremony was held for Phase 1B, marking the start of construction.

On October 23, 2016, SHA received planning approval for Phase 2 from London Borough of Tower Hamlets.

In June 2017, Architect CF Moller has been appointed as a design consultant for the third phase of the project.

The second phase demolition works commenced in the third quarter of 2017. Construction work on Phase 1B is underway with scheduled completion in 2019.
