Summary
Karnataka Power Corporation Ltd (KPCL) is planning to undertake the thermal power plant project in Chhattisgarh, India.

The project involves the construction of 1,600MW coal based thermal power plant and will be executed in two phases of 800MW each. It will include the construction of substation, and the installation of electricity generators, and transformers and the laying of transmission lines.

In September 2008, KPCL signed a Memorandum of Understanding (MoU) with Chhattisgarh government to develop the project.

The Godhna power plant was cleared by the State government in 2009 and the land acquisition for the project was stated to be completed by the government of Chhattisgarh.

On February 24, 2010, KPCL and Larsen & Toubro (L&T) signed a joint venture agreement for the project.

On July 29, 2010, public consultation process was commenced.

On January 23, 2013, A MoU has signed between Rural Electrification Corporation Ltd. (REC), a Govt. of India Enterprise and KPCL for providing financial assistance for six power generation projects to be taken up during 12th Plan Period.

In mid 2013, KPCL has ‘disassociated’ itself from its project partner L&T following the conditions imposed by the center government towards receiving coal allocation.

In August 2013, the KPCL bagged a captive coal mine to utilise the fuel for powering its thermal projects. The mine, located in West Bengal, was proposed to provide the coal link to most of KPCL’s power plants located in North Karnataka, including Bellary Thermal Power Station (BTPS) Unit III, Yadlapur and Yermarus power stations in Raichur district. The same captive mine will now provide coal supply to the Chhattisgarh power project.

Once the Coal Ministry approves the coal linkage, the KPCL will decide to sign a MoU with one of the major Central government undertakings for starting the Chhattisgarh project.

KPCL is planning to sign MoU with a Central Government to undertake the project. The MoEF can give its approval only after the coal link is given to the power plant.

In September 2014, KPCL was planning to sign a Joint Venture (JV) agreement with National Thermal Power Corporation (NTPC) for execution of the project.

M/s Fitchener Consultancy Engineering Pvt. Ltd has been appointed to prepare detailed project report.

Planning activities are underway, approval for land possession is in final stage and also awaiting for coal allotment.
