Summary
The Kenya Railways Corporation (KRC) is undertaking the construction of Standard Gauge Railway Line project between Mombasa and Malaba via Nairobi in Kenya.

The project involves the construction of an approximately 1,300km standard gauge railway line. It will be executed in two phases.

The first phase includes the construction of a 609km railway line from Mombasa to Nairobi with route length of 472.3km; second phase includes the construction of 490km railway line from Nairobi to Malaba.

The first phase includes the construction of standard gauge railway line from Mombasa to Nairobi with route length of 472.3km of which 442.6km run at grade and the remaining 29.7km comprises of the total bridge length including 33 railway stations of which two will be traffic hubs at both ends, eight intermediate stations and 23 passing stations, associated railway bridges and related infrastructure facilities.

The second phase has been divided into three sub-phases namely: Phase 2A from Nairobi to Naivasha (120km); Phase 2B from Naivasha to Kisumu (262km) and Phase 2C from Kisumu to Malaba (107km).

Phase 2A also includes the construction of tunnels along the route which will cover 23 percent of the total route length with a cost of US$179 million.

Phase 2B includes the construction of nine tunnels along Naivasha to Kisumu route with a cost of US$289 million and development of a capacity port at Kisumu and Phase 2C includes the construction of six tunnels along Kisumu to Malaba route with a cost of US$144.7 million.

The Export-Import Bank of China will provide a commercial loan of US$1,600 million and a concessional loan of US$1,630 million, a total of US$3,230 million, for the first phase of the project.

The Government of Kenya secured a loan of US$1,500 million from the Government of the Peoples Republic of China to support the development of Phase 2A.

In October 2008, China Roads and Bridge Corporation (CRBC) signed an agreement with KRC to develop the project. Under the agreement CRBC will conduct a free feasibility study and if study was adopted CRBC would be involved in the construction of the railway.

In August 2009, a Memorandum of Understanding (MoU) between the Government of Kenya and the CRBC was signed to carry out a feasibility study and preliminary design for the first phase of the project.

In October 2009, KRC floated international tender for the procurement of a consultant to undertake preliminary design and environmental and social impact assessment for the project. 16 firms have submitted bids in February 2010.

The procurement of consultant for a feasibility study on the project faced delays as a result of appeals and objections by bidders.

In March 2011, KRC was about to award the contract to Italferr SPA, however the tendering process was stopped by the order of Ministry of Transport as other bidders opposed the decision to award contract to Italferr SPA.

On July 11, 2012, CRBC signed an engineering, procurement and construction (EPC) contract worth US$2,660 million with KRC for the first phase.

In December 2012, high court dismissal of challenge against the decision, KRC received an approval from High Court to go ahead with the process of procuring consultants for preliminary design and environmental and social impact assessment for the project.

On November 28, 2013, ground breaking ceremony was held on the first phase, but the works were halted due to two parliamentary commissions investigated whether procurement rules were followed when the contract was awarded to China Communications Construction Co. (CCCC) subsidiary China Road & Bridge Corp.

On May 11, 2014, development activities were initiated on the project by signing an agreement to finance the construction of a 609km standard gauge railway between Mombasa and Nairobi by Cabinet Secretary for the Treasury and the President of China Exim Bank. According to the agreement, China Exim Bank will provide 90% of the project cost, with the remaining 10% will come from the government of Kenya.

On October 28, 2014, construction activities on the first phase commenced.

In May 2015, the Government of Kenya approved the Phase 2A of the project.

In September 2015, CRBC was awarded a contract for the construction of Phase 2A.

On February 10, 2016, the Government of Kenya approved the second phase of the project.

On March 23, 2016, KRC and China Communications Construction Company (CCCC) signed a commercial contract agreement for the construction of Phase 2B and Phase 2C of the project with a contract value of US$1,500 million.

In September 2016, Kenya Wildlife Service (KWS) granted permission for the construction of phase two to pass through the Nairobi National Park.

On October 19, 2016, KRC announced that it had signed an agreement with the KWS, adding that the alignment had been selected to minimize the gradients between Nairobi and the Rift Valley.

Groundbreaking ceremony was held on the Phase 2A of the project.

On December 13, 2016, National Environment Management Authority (NEMA) issued Environmental Impact Assessment License for the second phase of the project.

In second quarter of 2017, Construction works on the first phase completed.

Construction works are undeway on Phase 2A.
