Summary
Los Angeles International Airport (LAX) is undertaking the construction of an automated people mover project in California, the US.

The project involves the construction of 3.62km, an automated people mover system. It includes the construction of six stations, access points, passenger pick-up and drop-off areas, intermodal transportation facilities, Expansion of airport parking and Metro transit to the airline terminals and installation of side rails and safety systems.

On December 18, 2014, the project received approval from Los Angeles Board of Airport Commissioners.

On July 23, 2015, Gruen Associates was appointed as an Engineering Design Consultant.

In November 2015, environmental review process commenced.

On June 9, 2016, Request for Qualifications (RFQ) were invited on the project under design, build, finance, operate and maintain (DBFOM) basis, with a submission due date on August 11, 2016.

On August 11, 2016, five consortia submitted their interest for the development of the project on DBFOM basis and are as follows:

1. Gateway Connectors: Kiewit Infrastructure with Skanska USA, Meridiam; design by Mott MacDonald and Gannett Fleming

2. LA ConnextPartners: Ferrovial Agroman, Bechtel, Cintra, John Laing, and Bombardier; design by Bechtel

3. LAX Connecting Alliance: OHL USA, Acciona Infraestructuras, and Charles Pankow Builders; design by Arup

4. LINXS, led by Fluor Enterprises with Balfour Beatty, Flatiron West, Hochtief, ACS and Dragados USA; design by HDR Engineering and HNTB Corporation

5. PWA, led by Plenary Group USA Ltd, Walsh Construction, Aecom, URS, Granite Construction; design by Aecom and TEC Management Consultants.

On September 28, 2016, all the five consortia have been shortlisted for the Request for Proposals (RFP) stage.

In April 2017, two pre-qualified consortia namely LA ConnextPartners and PWA withdrew from the tender process due to undisclosed reasons.

In July 2017, The Los Angeles Board of Airport Commissioners (BOAC) has authorized to issue a Request for Proposals (RFP) for the project.

In November 2017, LAX started reviewing RFP proposals for the project.

On February 1, 2018, LAX selected joint venture team of Fluor Corporation (LINXS) as DBFOM contractor for the project.

In April 2018, The Los Angeles World Airports Board of Airport Commissioners has approved a US$4,900 million 30-year public-private partnership contract with LAX Integrated Express Solutions (LINXS) comprising FLUOR, Balfour Beatty, HOCHTIEF, ACS, Flatiron, Dragados USA, HDR, Bombardier to design, build, finance, operate and maintain of the project.

Construction works are scheduled to begin in the fourth quarter of 2018, with scheduled completion for 2023.
