Summary
The Municipality of Tirana (MoT) is planning to undertake the construction of a transport terminal in Tirana, Albania.

The project involves the construction of a tram terminal in an area of 85.000m2, near the turn of Kamëz on 8.5ha land and will be developed in two phases.

The Phase A includes the construction of a transport activity facilities and phase B includes facilities after construction.

It includes the construction of a tram and train station, tram depot, and the center of railway equipment on the ground floor, an inter-city bus station and a depot for private vehicles, pedestrian tunnels, retail space, waiting rooms, office space, maintenance rooms, a shopping center, a cultural center, a hotel, conference rooms, parking and related facilities.

The new terminal features a network distribution of functions and a clear separation of pedestrian and vehicular routes.

A consortium of CMS Adonnino Ascoli & Cavasola Scamoni and A&B Business Consulting A & B business Consulting (ABKONS), lead by Italferr has been appointed as study consultants.

European Bank for Reconstruction and Development (EBRD) is set to provide the funds construction.

On October 1, 2013, a pre-tender tender meeting was held. As a result 25 companies expressed theri interest in Tirana public transport terminal project.

The project is planned for implementation in public private partnerhip (PPP) under design, finance, operate, construct, commission, maintain and Transfer (DBFOT) basis with a concession period of 35 years.

On September 16, 2016, MoT invited bids for the DBFOT contractor of the project with a submission deadline as on November 7, 2016 which was later extended to February 27, 2017. Under the contract, the future concessionaire will design, build, operate and maintain a bus terminal including a terminal access with roundabout, terminal circulatory roads, a bus and taxi parking, buildings serving the passengers, footbridges, a bus garage, and a fuel station.

Salillari Ltd, HELLAS SERVIS Shpk and Klodioda ShPK have been appointed as construction contractors.
