In February 2013, NHS Dumfries and Galloway bought a site at Garroch Farm for the project.

In June 2013, an approval for the project's outline business case was granted and tendering process for the design, build, finance and maintenance contract was initiated.

In August 2013, five consortiums submitted bids for the project.

In September 2013, Balfour Beatty, High Wood Health (Laing O’Rourke), and Skanska were shortlisted for the project. However, Skanska dropped out of contract bid in November 2013.
