Summary
The joint venture of Nigerian National Petroleum Corporation (NNPC) and Chevron Corporation is planning to undertake the Independent Power Plant project in Lagos, Nigeria.

The project involves the construction of 750MW independent power plant. The project will be developed in phases.

The first phase includes the construction and operation of a 330MW simple cycle power plant. Second phase would be to add 165MW of generating capacity, while third phase would be a conversion to a combined cycle configuration by addition of three heat recovery steam generators and one steam generator with a total capacity of 750MW.

The project will include the construction of powerhouse to install the turbines and substations, and the laying of transmission lines.

The project is planned to be developed on design-build contract.

The groundbreaking ceremony was held in 2010. However, the project faced delay due to non-completion of key commercial agreements including gas supply and Power Purchase Agreement (PPA).

In February 2013, Federal Government of Nigeria concluded an agreement for the relocation of the project from Agura, Lagos State to the Industrial Park at Ogidigbie in Delta State for provision of the required power supply.

In November 2013, environmental impact assessment (EIA) for first phase completed.
