Scope
The project involves the construction of a 143km passenger and freight railway line linking the border with Saudi Arabia to Mesaieed and the New Doha Port project on the east coast of the peninsula as well as an inland station known as Doha West International, which will connect to Doha Metro.

The US$3,000 million project includes the following:

1. Construction of railway stations

2. Construction of 23 highway bridges

3. Construction of eight rail bridges ranging from 50m to 465m in length over the highways

4. Construction of 39 pipeline crossings and 26 culverts and camel crossings

5. Laying of tram lines

6. Construction of related facilities
Summary
Qatar Railways Company (QRAIL) is planning to undertake the first phase of the Long Distance Passenger and Freight Rail project in Qatar.

The project involves the construction of a 143km passenger and freight railway line linking the border with Saudi Arabia to Mesaieed and the New Doha Port project on the east coast of the peninsula as well as an inland station known as Doha West International, which will connect to Doha Metro.

The project is planned to be executed in three packages - Package 1A, Package 1B and Package 1C.

Package 1A involves the construction of a 71km line that connects the Saudi Arabian border (Abu Samra) and a junction to the southwest of Doha. It includes the construction of 14 highway bridges, a 160m long rail bridge over a highway, 10 pipeline crossings and 14 culverts and camel crossings.

Package 1B involves the construction of a 32km line from the junction to the southwest of Doha to an intermodal freight yard, a 30km line running on from the yard to the Mesaieed port and industrial area. It includes the construction of nine highway bridges, four rail bridges over highways ranging from 50m to 465m in length, 22 pipeline crossings, and 12 culverts and camel crossings.

Package 1C involves the construction of a 23km of passenger line to the Doha West International station. It includes three rail bridges crossing highways and seven pipeline crossings.

On August 28, 2008, national development agency Qatari Diar Real Estate Investment Company signed a memorandum of understanding (MoU) with the Germany-based Deutsche Bahn to set up the project basis and develop conceptual design for integrating Qatar's various planned railways into a comprehensive and consolidated national railway system.

DB International (DBI), the global wing of Deutsche Bahn, and Qatari Diar developed the plan for an integrated rail-based transport network that not only encompasses the Doha metro service linking the city center with the 2022 World Cup stadiums, but which also includes long-distance and freight rail routes.

On November 22, 2009, Qatar Railways Development Company (QRDC) was formed for the purpose of project implementation. QRDC is a joint venture (JV) formed by Qatari Diar, represented by QRAIL, (51%) and DBI (49%).

However in 2011, QRAIL purchased the shares held by DBI in the JV and became the sole owner of QRDC. In this regard, the project is now being executed directly by QRAIL instead of QRDC, with support from DBI.

In February 2014, Parsons in a joint venture with Systra was appointed as design consultant.

In 2014, QRAIL issued a pre-qualification tender for civil works and planned to award the contract by March 2015. However, it terminated the tender process.

In January 2015, QRAIL again launched the pre-qualification design-build tenders for civil work and railway systems contract with closing date as March 22, 2015. The civil contract covers design, construction, integration, testing, commissioning and defect liability for earthworks, bridges, culverts and camel crossings.

On April 5, 2015, DBI was appointed as lead consultant. DBI will be responsible for delivering the following services within the scope of the project: Defining the requirements regarding operation and maintenance; supporting the process of drafting documents for the operator's construction, equipment and rolling stock tenders; supporting the processes of drafting operator contracts; drafting regulations for operation and maintenance; planning operation and related processes. Other duties that DBI will handle within the scope of the project include providing consultancy services relating to safety issues, customer care, ticketing, pricing, and managing passenger and freight transport operations within the framework of Gulf Cooperation Council (GCC) standards.

In July 2015, QRAIL announced that 15 consortia were pre-qualified for the design-build tender for civil work and railway systems contract and invited them to submit their final bids for design, build and operate (DBO) contract with deadline as February 2016.

In August 2015, QRAIL issued a pre-qualification tender for appointing project management consultant. The scope of the contract includes project and program management, design management and construction services management. However, the contract award time frame has not been revealed.

In March 2016, QRAIL kept the project on hold due to uncertainty surrounding the future of the planned GCC rail network.

The project has been revived.
