Summary
Société du Port à Gestion Autonome de Toamasina (SPAT) is undertaking the expansion of the Toamasina port in Madagascar.

The project involves the extension of the C4 container quay of 470m with a draft of 16m and the reclamation of 10ha to 15ha for container stacking and the rehabilitation of container quays C1, C2, and C3, and the expansion of the storage areas, and the installation of related equipment.

The project is being developed in support of the Government of Japan.

In 2009, the Japanese International Cooperation Agency (JICA) commenced the feasibility studies for the project on behalf of Government of Japan. However, the project was placed on hold due to the economical crisis.

In 2014, the project was revived and the feasibility study activities recommenced. The Japan Government is providing the funding for the study activities.

In March 2015, the Government of Madagascar and the Government of Japan commenced discussions for the funding support of the construction work.

In September 2016, an $414 million loan amount has been granted by the Japanese government to implement the project to extend the port of Toamasina.

The project is being funded by Toamasina Autonomous Port Authority (SPAT), Malagasy State and the Japan International Cooperation Agency (JICA).

In January 2017, SPAT launched a call for expression of interest to hire a consultant for project preparation.

On March 23, 2017, the project financing agreement was signed between JICA and Le Gouvernement Malagasy.

On April 20, 2017, the drafting of Law on the ratification of the loan agreement was signed between Japan International Cooperation Agency and SPAT.

The EPC contract has been awarded to a joint venture of Penta-Ocean Construction Co.,Ltd. and DAIHO.

On April 23, 2018, the groundbreaking ceremony for the project took place.
