Summary
The State Railway of Thailand (SRT) in association with the Ministry of Public Works and Transport, Laos (MoPWT) and the Ministry of Transport of the Government of the People's Republic of China (MoC), is planning to undertake the Thailand to China high-speed railway line project.

The project involves the construction of a 1,300km railway line, between Thailand and China via Laos. It includes the construction of railway stations, double track section, supportive tracks, tunnels, bridges, maintenance buildings and the installation of locomotives and equipment.

The project is to be implemented in two parts: China and Laos part; and Thailand to Laos border part

China and Laos part:

The project includes the construction of a railway link from Kunming in Yunan province of China to Boten on the Laos-China border and from Boten to Vientiane, Laos.

The 427km railway link from Kunming to Vientiane includes the construction of 31 railway stations, 76 tunnels and 154 bridges. The project is divided into different sections.

China Railway Eryuan Engineering Group Co. Ltd has undertaken the feasibility study of Boten to Vientiane section, which was completed in June 2012.

China Railway Group subsidiaries have been awarded the construction contract on different sections of the project. The contractors are China Railway No 5 Engineering Group; China Railway International Group; China Railway No 8 Engineering Group, and China Railway No 2 Engineering Group.

In December 2016. Construction works commenced.

Thailand to Laos border:

The Bangkok to Nong Khai section of 873km will be developed in two parts. The first part includes the construction of 252km Bangkok-Nakhon Ratchasima route and the second part is from Nakhon Ratchasima to Nong Khai.

SRT has appointed Epsilon Co Ltd, AMP Consultants Co Ltd and Scott Wilson Kirkpatrick (Thailand) Ltd as consultants to undertake initial environmental and feasibility study and Southeast Asia Technology Co. Ltd. as the study consultant for the first part.

In December 2014, Thai and Chinese governments reached a memorandum of understanding to set up a joint company to oversee the construction and finance for the project.

On December 19, 2015, foundation stone-laying ceremony held.

On September 21, 2016, China and Thailand agreed that the first part of the project will cost around US$5,000 million.

In June 2017, Thailand's National Economic and Social Development Board (NESDB), an advisory body to Thai cabinet, has approved and submitted their proposal to the cabinet for the first part.

In July 2017, SRT received approvals from the cabinet of Thailand. The project will be sent to National Legislative Assembly for approval.

On August 22, 2017, the cabinet approved a draft contract for a detailed plan on the design and construction of the first phase.

On September 4, 2017, SRT signed US$51.38 million design contract with China Railway Design Group Co., Ltd and US$105.78 million supervision consulting contract with China Railway International Ltd for Bangkok to Nakhon Ratchasima first section of the project.

On November 30, 2017, SRT received environment Impact Assessment (EIA) approvals on Bangkok to Nakhon Ratchasima section.

The construction works on 427km Kunming to Vientiane section are currently underway, which is due for completion in December 2021.

The Department of Highways will build the first 3.5km section on Bangkok to Nakhon Ratchasima, while the rest will be open to public bidding for Thai contractors in 2018.

Construction work on Bangkok to Nakhon Ratchasima first section is scheduled to commence on December 21, 2017, and the entire project is expected to be completed by 2021.
