Summary
Trans Electrica Ltd (Trans Electrica) is planning to undertake the construction of Khudoni Hydroelectric Power Plant in Samegrelo-Zemo Svaneti in western Georgia.

The project involves the construction of a 702MW hydroelectric power plant and a 200.5m high dam on 528ha land, and the installation of three generators of 234MW each and three vertical axis Francis turbines.

The project is planned to be implemented through public-private partnership (PPP) model on build, own and operate (BOO) basis.

A feasibility study has been undertaken by a joint-venture of BRL Ingenierie and ARS Progetti S.P.A, a joint-venture of Stucky SA and Colenco and South East Europe Consultants Ltd.

On April 28, 2011, the Georgian government signed a memorandum agreement with Trans Electrica to implement the project.

On April 20, 2012, Georgian government signed a BOO contract with Trans Electrica.

Continental Construction Corp. Ltd has been appointed as a technical consultant and Link Legal India Law Services as legal adviser.

In May 2016, Ministry of Energy and Natural Resources of Georgia placed the project on hold due to anticipated changes in Georgia’s PPA policy.

On May 2, 2017, Georgian Government confirmed to build the project independently and Trans Electrica also confirmed the ongoing negotiations with the government.
