Summary
Transnet SOC Ltd (Transnet) is planning to undertake the expansion of a manganese export terminal in Eastern Cape Province, South Africa.
The project involves the construction of a manganese terminal with a capacity of 16 million tonnes per annum (MTPA). It includes the upgrade and expansion of rail network between Hotazel, in the Northern Cape, and Port Elizabeth, in the Eastern Cape, infrastructural facilities like rail infrastructure and terminal infrastructure.
Rail infrastructural facilities include the construction of new compilation yards, in Mamathwane and Coega (near the Port of Ngqura), new crossing loops, the extension of existing crossing loops and the installation of monitoring equipment.
Terminal infrastructure facilities at the port includes the installation of new bulk materials handling equipment, including a stockyard, stackers, reclaimers and surge bins, and a train-marshaling yard with an unloading system (tippler) and the construction of roads, infrastructure services and buildings.
In April 2014, Transnet issued tenders for engineering, procurement and construction management (EPCM) services for the project.
In December 2014, Fluor, AECOM and GIBB joint venture (FLAG) secured US$52 million four-year contracts to provide EPCM services. The scope of the contract includes detailed design services and the preparation of critical procurement packages, and full execution services comprising project management, procurement, construction management (including safety) and commissioning.
On August 12, 2015, Transnet issued the tender for design, supply, installation and commissioning of a Rotary Dual Wagon Tippler Facility including supply and installation of apron feeders, dust extraction and suppression systems with a submission deadline of September 22, 2015.
On August 17, 2015, the cabinet approved the issuing of a permanent operating licence to Transnet to operate the manganese container terminal at the Port of Ngqura.
On September 6, 2015, Transnet issued the tender for design, supply and construction of early works with a submission deadline of October 6, 2015.
On October 21, 2015, Transnet issued the tender for design, supply, installation and commissioning of three stackers with a submission deadline of December 1, 2015.
Engineering design, as well as tender activities, are underway. The project is slated for completion in January 2019.
