Up until 2008 the Kazakh market for cigarettes had more than doubled over 1990 levels, peaking at 37.8 billion pieces but rising prices as a result of rising taxes have hit sales since, with consumption now down to just under 22 billion pieces. True total consumption is, however, much higher, with data released by JTI suggesting the overall market is around 28.5-29.0 billion pieces, with contraband equivalent to around 19% of the market.

In July 2013 it was announced that excise rates for cigarettes will double at the beginning of 2014 and a further rise is expected in 2015. As a result, legitimate sales are set to decline although some growth is expected to return after 2018.
